Master plumbers carry responsibility for the work. In many places, only a master can pull permits, and a plumbing company needs one on the license to operate.

In short

A master plumber usually needs one or more years of experience as a licensed journeyman, sometimes more, plus a master exam that adds system design, sizing, code administration and sometimes business and law. In many states, masters pull permits, supervise journeymen and apprentices, and serve as the qualifying license for a plumbing contractor. Each state or city sets its own rules.
