# HVAC license basics

One federal card everywhere, then state rules on top.

Heating and air licensing

HVAC licensing is less uniform than electrical or plumbing. Some states license individual technicians, some license only contractors and some leave it to cities. One thing applies everywhere: the EPA refrigerant card.

In short

Every HVAC technician who handles refrigerant needs EPA Section 608 certification under federal rules. Beyond that, licensing depends on where you work. Some states license individual HVAC technicians or mechanics, many license HVAC contractors, and some leave it to local governments. Contractor licenses typically require years of experience, an exam on mechanical code and business rules, and insurance.

**Sources checked October 11, 2026** Pay, training and outlook come from the U.S. Bureau of Labor Statistics. Pay is the middle (median) figure nationally; your first paycheck in the trade will usually be lower.

| Middle pay | $61,010 a year, roughly $29.33 an hour (May 2025) |
|---|---|
| How most people start | Certificate to start, then long-term on-the-job training |
| People in the trade | About 440,900 nationwide (2025) |
| Growth to 2035 | BLS expects 10.9% growth |
| Openings a year | Around 40,600, counting retirements |

From the [BLS](https://www.bls.gov/emp/tables/occupational-projections-and-characteristics.htm) Employment Projections table (2025 to 2035) and May 2025 wage survey. These are U.S. numbers. Local shops may pay above or below them, and apprentices start well under the middle figure.

## The three layers

| Layer | Who sets it | Applies to |
|---|---|---|
| EPA 608 | Federal | Anyone handling refrigerant |
| Technician or mechanic license | Some states and cities | Individual techs |
| Contractor license | Many states | Businesses doing HVAC work |

## How to find your state's rule

Search your state's licensing board for "mechanical," "HVAC" or "refrigeration" licenses. If the state has none, check your city or county. Ask local contractors which license their techs carry.
